Practice Management: Delete Cloud timesheet header

Although idle timesheet headers can be deleted in the Timesheet Administration console, cloud timesheets cannot.
Once a cloud timesheet header has been used, it cannot be deleted. Even if the entry is removed, the header cannot be set back to idle.
