Follow the below steps to clear the error:
Close all Access APS applications.
Go to C:\Users\USERNAME\AppData\Roaming\The Access Group\Access APS Tax.
Delete the WorkspaceLayout.usf file.
Reopening Tax Manager recreates the workspace layout file.

The client can be selected in Tax Manager but the return is unable to be viewed.
