Tax New Zealand: Error: 'The GST period chosen falls into a Tax Year that does not exist' when creating a GST Return in NZ

In some cases producing a GST return fails with the error:

While the error indicates that the following tax year does not exist, there does not seem to be consistency in terms of the duration of the GST return and the return period. For example, if you create a 6 month duration GST return with a November 2016 return period (which falls into the 2017 year), the error results:

However, you are able to create a two monthly GST return with a November Return period:

It's even possible to create a 2 month GST return with the period ending in Jan 2017:

This issue occurs prior to the April Tax Manager release being installed. The current tax year is active - but the following year is not.
